JUVENTUDE CAMPONESA REALIZA III CONFERÊNCIA NACIONAL

Teve lugar entre os dias 8 e 10 de Novembro, na Cidade da Beira, a III Conferência Nacional da Juventude Camponesa, filiada à UNAC, com a participação de: cerca de 60 jovens, entre delegados e técnicos, oriundos de todas as províncias e da UNAC-Sede. A Presidente e o Vice-Presidente da UNAC, respectivamente, Ana Paula Tauacale e Domingos Buramo, também tomaram parte.

 

Esta Conferência, na verdade, foi o culminar de 3 encontros regionais (Sul, Centro e Norte), realizados nos anos 2016 e 2017. E tinha como principal objectivo, o seguinte:

 

Objectivo Geral

Contribuir para o fortalecimento da participação da Juventude Camponesa, nas causas nacionais e do movimento; e criar um espaço de diálogo, na busca de soluções e alternativas aos vários desafios que esta enfrenta.



 

Continuadores da UNAC

Falando na Abertura Oficial da Conferência, a Presidente da UNAC, companheira Ana Paula Tauacale, deixou claro que para o movimento ao mais alto nível, os Jovens Camponeses são, sem dúvidas, os continuadores das suas lutas, e destinatários das suas conquistas.

 

Num outro desenvolvimento, Tauacale falou do historial do movimento em Moçambique, sublinhando que este ainda era jovem, com apenas 30 anos de existência, e que foi criado pelos próprios camponeses, com vista a enfrentar a situação resultante da aderência do país à economia de mercado. Recordou que foi em 1993 que a UNAC se constituiu, em 1994 que foi legalmente registada, e em 2007 que foram constituídas as Comissões de Mulheres e de jovens, do movimento, como plataformas de articulação, com vista à Missão da UNAC.

 

Apresentação de relatórios

Terminada a intervenção da Presidente da UNAC, e consertados os procedimentos inerentes ao trabalho e à convivência, seguiu-se à apresentação dos relatórios dos encontros regionais das Comissões de Jovens. Constatação geral, indicou para a elaboração de Planos de Acção, pelas Comissões Regionais que, entretanto, deviam ser implementados também pelas Comissões Provinciais das respectivas regiões.

 

Os tantos constrangimentos

Chegada a vez das Comissões Provinciais apresentarem os seus relatórios, estas foram unânimes em alistar constrangimentos, a exemplo da fraca adesão dos jovens ao movimento, fraca mobilização de fundos para a implementação de actividades ligadas aos jovens, difícil acesso a fundos públicos para projectos de geração de renda, etc.

 

As realizações

Relativamente às realizações, as Comissões Provinciais convergiram nas campanhas de sensibilização sobre o HIV/ SIDA, e nas formações em matérias de crédito e poupança rotativa, género, advocacia focada para a Lei de Terras, empoderamento da mulher, etc. Destaque-se aqui o facto da Província de Niassa ser a única que realizou o Encontro Provin-cial de Jovens, facto aplaudido e encorajado por todos.

 

Acto eleitoral

Da eleição para Presidente e Vice-Presidente da Comissão Nacional de Jovens, triunfaram os companheiros Gildo Pires e Olga Tomola, respectivamente; a quem a Presidente da UNAC exortou para uma  maior responsabilidade, no desempenho das suas funções.

CAMPONESES DE GAZA CONSTITUEM UNIÃO PROVINCIAL

Nos dias 24 e 25 de Outubro, realizou-se, no Distrito de Chókwè, Província de Gaza, a Assembleia Constitutiva da UPCG-União Provincial de Camponeses de Gaza, na presença de 40 delegados, provenientes dos Distritos de Chókwè, Guijá, Mabalane, Mapai, Chicualacuala, Massingir, Xai-xai e Manjacaze. Para além dos 40 delegados, o evento contou também com a participação de convidados do Governo e de Organizações Parceiras; da Presidente do Conselho de Direcção, e de alguns companheiros do Executivo da UNAC.

 

Foi difícil, mas possível

No discurso de Abertura, a Presidente da UNAC, companheira Ana Paula Tauacale, agradeceu a presença dos delegados, dos convidados e do pessoal técnico, para depois mencionar as dificuldades encontradas no processo de constituição do Núcleo, e agora, da União Provincial de Camponeses de Gaza. Em outro desenvolvimento, Tauacale mostrou-se esperançosa no melhor desempenho dos companheiros que seriam eleitos para conduzir os destinos da Organização. “Foi difícil chegarmos aqui. Mas agora que chegamos, e testemunhamos hoje a constituição da União Provincial de Camponeses de Gaza, eu pessoalmente me sinto feliz e realizada” - disse.



 

Apreciação do relatório

Posto isto, o Vice-Presidente do Núcleo Provincial, companheiro Jaime Macuácua, apresentou o relatório das actividades desenvolvidas pelo Núcleo. De seguida, debateu-se o relatório, em plenária, e os delegados levantaram críticas, com relação a algumas imprecisões e omissões, a exemplo dos materiais doados na sequência da formação dos Promotores de Extensão Rural, a questão das quotas (colheita, aplicação e saldos), etc.

 

Plano de Actividades 17/18

Depois da aprovação, por unanimidade, do relatório, com emendas, seguiu-se à apresentação do Plano de Actividades 2017-2018, na voz do Secretário do Núcleo, o qual foi igualmente aprovado por unanimidade, consideradas algumas recomendações da Assembleia. “Aprovamos, por unanimidade, o relatório, porque acreditamos na justificação da incoerência e da omissão de informações relevantes, devidas desonestidade da Presidente do Núcleo, aquando da sua renúncia do cargo. Aprovamos o Plano, também, porque o consideramos ambicioso e bem elaborado; contudo, esperamos pela sua correcta implementação, com atenção no que concerne à divulgação do Associativismo nos distritos onde este ainda não se vive e/ou não se faz sentir”. - ajuntou um dos delegados, em anonimato.

 

Estatutos e Regulamento

Outro momento importante, foi o da apresentação, apreciação e aprovação, também com reparos, dos Estatutos e do Regulamento Interno da UPCG.

 

Momento eleitoral

Feito o discurso de despedida, pelo Vice-Presidente do Núcleo Provincial, no qual agradeceu a colaboração de todos, e exortou aos novos timoneiros a trabalhar com dedicação e respeito às directrizes aprovadas; seguiu-se ao acto eleitoral, do qual saíram confirmados os companheiros Adão Wilson Nhumaio, Adélia Zucula e Mónica Matavel, res-pectivamente, para Presidente, Vice-Presidente e Secretária da UPCG. Tomás Chunguane ganhou a Presidência da Mesa da Assembleia-geral e Diquissone Chaúque, a do Conselho Fiscal.

UPCZ REALIZA MAIS UMA ASSEMBLEIA ELEITORAL

Realizou-se, no dia 15 de Novembro, na Cidade de Quelimane, a II Assembleia-geral e Eleitoral, da UPCZ-União Provincial de Camponeses da Zambézia; com os seguintes pontos de agenda:

 

Ø         Apresentação e aprovação dos relatórios narrativo e financeiro;

Ø         Apresentação e aprovação do plano de actividades para 2018;

Ø         Eleição dos órgãos sociais;

Ø         Tomada de posse e Diversos.

 

O evento contou com a participação de 82 participantes, sendo 72 provenientes dos 17 distritos membros, incluindo os presidentes, e d10 convidados, do Governo, Município e ONG (FONGZA).

 

A abertura oficial do evento contou com o discurso do DPA-Director Provincial de Agricultura e Segurança Alimentar da Zambézia, que incentivou os camponeses a aumentarem a produção e a produtividade.

 

A Presidente da UNAC, por sua vez, levantou alguns desafios do momento, para a classe campesina, em geral, e particularmente, da Província da Zambézia. Enalteceu o desempenho do movimento, e congratulou a DPA-Direcção Provincial de Agricultura e segurança Alimentar, pela presença e pela parceria.

 

Depois de debates massivamente participados, pelos delegados, os relatórios, narrativo e financeiro, foram aprovados por unanimidade, porém, recomendando-se a observância das emendas resultantes.

 

Na parte reservada ao acto eleitoral, o destaque ficou para a reeleição do companheiro Almirante Gero Gaute, no cargo de Presidente da UPCZ. Teresa Salada ficou com a Vice-Presidência, e Rosário Francisco Natiheriua, com o Secretariado.

FORMAÇÃO DE INQUIRIDORES ABRANGE NIASSA

Promovido pela UNAC-União Nacional de Camponeses, decorreu, em duas etapas, a primeira (referente à zona sul do Niassa), em Cuamba, entre os dias 11 e 13, e a segunda (referente à zona norte), em Marrupa, entre os dias 14 e 16 de Setembro; a Capacitação de Inquisidores e Supervisores da Província de Niassa, no âmbito do INARCA, juntando, no total, 94 participantes, provenientes dos respectivos distritos.


 

Objectivo do evento

Como nas anteriores províncias, a capacitação em questão, visava munir os participantes, de conhecimentos inerentes ao Levantamento de Dados, com vista ao cadastramento dos camponeses e suas organizações de base, a nível nacional.

 

Com efeito, os participantes foram munidos de ferramentas básicas e estratégicas, tendentes a garantir a melhor qualidade dos resultados do inquérito, já em curso nas Províncias de Tete e Cabo Delgado e Inhambane. “O Cadastro do Movimento UNAC, permitirá a quem quer que seja, identificar-nos, conhecer-nos e interagir connosco, nós camponeses, de forma esclarecida e objectiva” - explicou o Facilitador.

 

Visitas ao campo

Como parte da formação, os capacitandos  visitaram associações próximas, onde entrevistaram os membros, e preencheram, a título experimental, os Formulários inerentes ao Censo.

CAMPONESES DE NAMPULA, ENTRE CRISES E AVANÇOS

No Distrito de Moma, Província de Nampula, os camponeses, e as populações, em geral, estão enfrentando uma crónica crise de falta de água, para o uso caseiro, e não só.

 

Irregularidade das chuvas

Ferrão Calaquenle, Presidente da União Distrital, que revelou o facto ao “Boletim Informativo UNAC”, explicou que a crise se deve à irregularidade de chuvas, que se repercute na redução dos caudais dos rios, de onde se bombeia a água para as redes de distribuição. “As cerca de 11 comunidades do Posto Administrativo de Chalaua, por exemplo, recorrem à água da Lagoa de Munena, para usar e beber” - disse Calaquenle.

 

Entretanto...

Uma missão da Comunidade Europeia, acompanhada pelo Ministro dos Negócios Estrangeiros, visitou, recentemente, o Fórum dos Camponeses 1 de Maio, no Posto Administrativo de Namiconha, no Distrito de Ribáuè, na sequência duma antiga parceria, visto que em 2015, 90 mulheres, membros do Grupo local de Poupança, receberam daquele organismo, bicicletas, em número não especificado, como incentivo, pelo seu desempenho.

 

A companheira Rosa dos Santos, em representação das mulheres daquele Fórum, manifestou-se satisfeita pela visita, cuja agenda incluia a passagem pela Fábrica local de Processamento de Milho e Soja.

 

Legalização da União

O Conselho de Direcção da União Distrital de Camponeses de Angoche, liderado pelo companheiro Bonito João, juntou, recentemente, os membros, para a apresentação do documento da  legalização da União. Na ocasião, procedeu-se, igualmente, à entrega, pelo SDAE local, de motobombas, às Associações de Ilothe, Sicua e Nanluco.
