MULHERES CAMPONESAS DE CABO DELGADO, NA VANGUARDA

No dia 20 de Junho do corrente ano, no Centro de Formação de Camponeses (CFC), da União Provincial de Camponeses de Cabo Delgado, sita em Muepane, decorreu um encontro de similação de 22 mulheres, provenientes dos Distritos de Namuno, Montepuéz, Chiúre, Ancuabe, Mecufi, Metuge, Mueda, Mocímboa da Práia e Palma.

 

Objectivos do encontro

Em termos de objectivos, o encontro tinha os seguintes:

·           Avaliar o grau de prestação feminina, nos postos de liderança, a todos os níveis;

·           Fortificar a liderança feminina;

·           Auscultar e avaliar as actividades praticadas pelas mulheres;

·           Passar em revista os contornos da actual situação política e seu impacto na agricultura;

·           Analisar o decurso da Alfabetização e Educação de Adultos, comparadas ao nível de escolaridade.

 

Desempenho das mulheres

Segundo o banco de dados disponível, as actividades praticadas pelas mulheres membros do movimento de camponeses, e mais concretamente, da União Provincial de Camponeses de Cabo Delgado são: Agricultura, Poupança e Crédito Rodativo, Participação na Alfabetização e Educação de Adultos, etc.

 

Para além das acima citadas, ao nível particular dos distritos, há também a destacar:

- Chiúre - Criação de galinhas e fabrico de panelas de barro;

- Mecufi - Criação de galinhas e artesanato;

- Montepuéz - Processamento da castanha de cajú.

 

Sublinhe-se que o género feminina está cada vez mais presente nos cargos de liderança, a todos os níveis do movimento de camponeses.

 

Radiografia política interna

A situação política no País é deplorável, porquanto dizima vidas humanas e compromete o desenvolvimento; porém, a situação política interna, do movimento, ao nível provincial, é satisfatória, a medir pela maior integração das mulheres, homens e jovens, nas causas e pautas gerais das lutas sociais do movimento.

 

Sensibilização para a AEA

Importa referir que relativamente à Alfabetização e Educação de Adultos (AEA), as mulheres reunidas reiteraram o compromisso de continuarem apostadas na sensibilização das demais, associadas e não associadas, para que adiram ao ensino, nos Centros existentes, próximo das suas comunidades.

 

Ainda, a criação de galinhas

Relativamente à criação de galinhas, importa recordar o exemplo de Chiúre, onde o programa começou pela alocação de 11 unidades a cada uma das 100 mulheres beneficiárias, tendo este número sido multiplicado, com sucesso, e replicado por uma segunda linha de beneficiárias, das mesmas comunidades, segundo programado e assumido, antepadamente.

 

Refira-se ainda que as beneficiárias, para além das galinhas, receberam também, na ocasião, material de construção de capoeiras, apoio técnico, vacinas e formações sobre os métodos de criação e de gestão de negócios; no âmbito do Projecto SINERGIA, iniciado em princípios de 2015.

UDAC-TETE: REGULAMENTO DE PAGAMENTO DE QUOTAS

Na Assembleia Anual da UDAC-União Distrital de Camponeses da Cidade de Tete, realizada recentemente, com participação de 43 delegados e convidados, foram aprovados os seguintes pressupostos:

 

Aos membros (uniões zonais e associações) que não pagam quotas e/ou não realizam assembleias de prestação de contas e eleitorais, será vedado o direito de participar em assembleias da UDAC, da União Provincial e da União Nacional;

Para além do impedimento de participar das assembleias a todos os níveis, aos membros incumpridores das regras de membrancia, será igualmente vedada a possibilidade de participação em seminários e de benefícios afins, inerentes aos membros.

 

Mudança para o melhor

Segundo o Presidente da UDAC da Cidade de Tete, companheiro Nelson Guilherme Tembo, a ideia de introdução de elementos de coacção nos documentos-guias da UDAC, foi salutar, pois, a situação já estava corroendo as bases do associativismo. “Agradeço imenso aos companheiros que ajudaram a fundamentar e a dar força à ideia, acabando por ser aprovada. Na verdade, havia associações e uniões zonais com liderança vitalícia, órgãos sociais fora dos mandatos, etc, mas hoje em dia, as coisas estão a mudar para o melhor” - disse Tembo, visivelmente satisfeito.

 

Congratulações

Segundo depoimentos colhidos pelo “Boletim Informativo UNAC”, na ocasião, os membros aprovaram esse regulamento, conscientes de poder cumpri-lo, pois, segundo eles, “quem é membro de qualquer que seja a colectividade, sabe que para além dos direitos, tem a obrigação de honrar com os compromissos previamente assumidos”.

UNAC CONFUNDIDA COM PARTIDO POLÍTICO

O Vice-Presidente da UDAC-União Distrital de Camponeses de Moatize, na Província de Tete, companheiro João Engano Bero, foi interpelado e ameaçado, na Localidade de Kondodzi, em virtude de estar trajando uma das camisetes da UNAC-União Nacional de Camponeses, que leva no peito o emblema da Organização, constituído, no seu desenho, por uma enxada e uma maçaroca.

 

A maçaroca da FRELIMO

Segundo depoimentos do companheiro Bero, por causa do desenho da maçaroca, contido no emblema, a camisete da UNAC terá sido confundida com as do partido no poder, a FRELIMO, resultando na suspeita de que o seu portador fosse membro ou simpatizante daquele partido, vulgo Partido do Batuque e da Maçaroca.

 

Risco de linchamento

Depois de mais de três horas em cativeiro, o companheiro já ia ser linchado, quando, finalmente, a razão dominou o momento. Estava, na ocasião, o companheiro Bero esforçando-se em dar explicações sobre a natureza da UNAC (apartidária) e o aparecimento do símbolo da maçaroca na camisete.

 

Finalmente...

Um “ponto de ordem” foi imposto, e o companheiro Bero continuou dando a sua “aula de sapiência”, calma e pacientemente, até convencer os homens a libertá-lo.

O DESEMPENHO DA UPC-CABO DELGADO VAI BEM

Reza a história que pequenos e isolados grupos de camponeses, na Província de Cabo Delgado, existem desde pouco depois da Independência do País, em Junho de 1975. O surgimento da UGC-União Geral das Cooperativas de Maputo, inspirou e galvanizou tais agrupamentos de camponeses de Cabo Delgado.

 

Em várias Assembeias e reuniões realizadas naqueles anos pela UGC de Maputo, líderes das Organizações de Camponeses de Cabo Delgado, em representação destas, eram convidados a tomarem parte; tendo sido numa delas, a de Abril de 1987, convocada para analisar a estratégia campesina, perante a introdução da Economia de Mercado, no País, que surgiu a ideia da criação da União Nacional de Camponeses (UNAC).

 

Algumas memórias

Líderes como os companheiros Adolfo Simopo (já falecido), Mphaphatúcua, Maria Cônguê, Fernando Sonte, Alima Serafim, Marieta Vieira, Ernesto Leveque, Arcanjo Nihowa e outros, fazem parte do processo de consolidação do movimento de camponeses, na Província de Cabo Delgado, desde os primórdios da década de 80.

 

O embrião da UPC-CD

A criação da Comissão Preparatória da Constituição da UNAC, em 1987 e a Constituição da UNAC propriamente dita, em 1993, constituiram marcos para a criação efectiva de associações, uniões zonais e distritais, e a posterior criação do Núcleo Preparatório da Constituição da UPC-CD, em 2002, vindo a constituir-se, efectivamente, a UPC-CD-União Provincial de Camponeses de Cabo Delgado, no ano de 2007, em resultado de esforços conjugados, dos camponeses dos Distritos de Namuno, Balama, Montepuez, Mecúfi, Metuge, Chiúre e Ancuabe.

 

Estrutura e funcionamento

Depois da constituição, criou-se uma estrutura interna, inerente ao seu funcionamento, com papéis bem definidos e distintos. Trata-se da Assembleia-geral, Conselho de Direcção e Conselho Fiscal.

 

O Conselho de Direcção, por sua vez, criou comissões de trabalho e contratou a equipa executiva.

 

Colaboradores da UPC-CD

Historicamente, a UPC-CD começou por contratar apenas 01 (um) colaborador, em 2007; hoje (2016) ela conta com 19 (dezanove) colaboradores, em resultado do crescimento do movimento e das suas demandas.

Com renovado esforço e compromisso, a cada início do ano, estes companheiros se reúnem e delineiam actividades e estratégias de trabalho, guiados pelo respectivo Plano Estratégico da UPC-CD e pelos desafios prementes, envolvendo o grupo alvo: os camponeses.

 

Sublinhe-se aqui a recente reunião do executivo da UPC-CD, para avaliação anual do desempenho, planificação de actividades e análise da situação contratual dos colaboradores.

 

Sentimento de ânimo

Recentemente, o “Boletim Informativo UNAC” ouviu o companheiro António Mujupa, Vice-Presidente da UPC-CD, que se disse feliz com o desempenho da Organização: “Sinto-me satisfeito pela coerência com que a UPC-CD têm levado a cabo a sua prestação e/ou o seu compromisso com os membros e não só. Estou feliz, enfim, com o bom desempenho do nosso movimento.” - disse.

EM TETE, ESTIAGEM AFECTA MILHARES DE CAMPONESES

À semelhança das demais Províncias do Centro e Sul do País, a seca e/ou estiagem, está criando bolsas de fome, na Província de Tete, mais concretamente, nos Distritos de Tete-Cidade, Chiúta, Mutarara, Changara, Moatize e Cahora Bassa.

 

Um ano e meio sem chuva

A última vez que choveu por estas zonas, foi em Dezembro de 2014, e ainda que os camponeses tenham tentado por mais de quatro vezes repetir a sementeira, em nada resultou, pois, as plantas queimaram ainda na fase de germinação.

 

Falando através da Rádio Moçambique, o Governador da Província de Tete, Paulo Auade, mencionou 1.695 famílias como sendo as mais assoladas, mas dados no terreno indicam para muitíssimo mais famílias, em situação de fome extrema, se conjugado o fenómeno, à falta de condições financeiras destes, para a aquisição de géneros alimentícios no circuito comer-cial, sabido que a economia dos camponeses depende unicamente da agricultura.

 

A única alternativa

A alguns dos camponeses, aqueles que têm parcelas junto dos rios e nas ilhas, sobra apenas essa alternativa, porém, nalguns casos, essa “maratona”, implica percorrer longas distâncias. E a água está secando também nesses locais.

 

Em Mutarara, por exemplo, há notícias de gente alimentando-se de produtos aquáticos, vulgo “Nhicas”, também em extinção, por causa da procura exagerada. Os frutos silvestres, que podiam servir de recurso, também secaram, ou já acabaram.

 

Apelos à solidariedade

Paulo Auade tem estado a pedir solidariedade entre os tetenses e outros de boa-vontade, porque, segundo ele: “A situação está difícil para a população local”.
